Xin Qiao is located northwest of Lin An City in Zhe Jiang Province. It covers approximately 50 square kilometres, has about 2377 families and a population of 7,166.

The town is known as aging and undeveloped. The current education system in this town is unreasonable, there are 4 primary schools, and the total students are 440. One of the schools has only 17 students (grade 1-4). There are inadequate teachers and facilities in the schools which make quality learning hard to achieve. In the recent years, people are eager to enjoy the benefit of education and looking forward to rebuilding a complete and efficient campus.

The Foundation will build new school buildings and help attract qualified teachers to raise the education level in Xin Qiao. This project is projected to start in July 2009 and will cost in excess of $200,000
